Chapter One: Introduction
1.1 Background of the Study
Healthcare access is a fundamental aspect of human development and a critical indicator of government effectiveness at all levels. Local governments, being the closest tier to the people, play a pivotal role in the provision and accessibility of healthcare services. Zaria Local Government, situated in Kaduna State, faces a myriad of challenges, including insufficient healthcare facilities, shortage of medical personnel, and limited funding for healthcare programs. These issues have necessitated an urgent response to improve healthcare access and equity (Adamu & Yusuf, 2024).
In Nigeria, local governments are mandated to implement policies that enhance healthcare delivery, particularly through primary healthcare centers (PHCs). These centers are vital for preventive and curative services, especially in rural and underserved areas. However, systemic inefficiencies, such as poor resource allocation and weak institutional capacity, often undermine the efforts of local governments to fulfill this mandate (Olaitan et al., 2023). This study investigates the role of Zaria Local Government in addressing these challenges and improving healthcare access, highlighting the successes, limitations, and potential strategies for better service delivery.
1.2 Statement of the Problem
Despite the strategic importance of local governments in healthcare delivery, Zaria Local Government faces persistent issues in improving healthcare access. Problems such as inadequate funding, poor infrastructure, and lack of trained medical personnel have limited the effectiveness of healthcare services (Mustapha & Bello, 2024). This study explores the challenges and examines the local government’s role in improving healthcare access.
1.3 Objectives of the Study
1. To assess the role of Zaria Local Government in enhancing healthcare access.
2. To identify challenges hindering healthcare service delivery in the area.
3. To propose strategies for improving healthcare access through local government initiatives.

1.6 Significance of the Study

1.7 Scope and Limitations of the Study
